# Manual host evidence rubric — NOT RUN

This is an original evaluation contract, grounded in [Build skills](https://developers.openai.com/plugins/build/skills) (activation, quality, incomplete/negative/edge cases) and [Security & Privacy](https://developers.openai.com/plugins/guides/security-privacy) (minimization, injection and outside-action safeguards), checked 2026-10-01. It is not an official review form or a completed security evaluation. No model call was authorized or made.

## Before a future run

1. Confirm lawful client/account/workspace access and a package the host actually accepts. [Current submission metadata guidance](https://developers.openai.com/plugins/deploy/submission) requires `logo`/`composerIcon` for Codex package validation; this two-file source omits them. Adding assets/metadata goes outside our narrow offline profile. Preserve this teaching source; record any adapted release's actual version, bytes and compatibility results rather than claiming the original two-file ZIP worked.
2. In an isolated trusted repository, copy the package into the catalog's source path, merge rather than replace existing catalog entries, and record the exact directory/catalog change. Follow [current packaging steps](https://developers.openai.com/plugins/build/plugins): source paths resolve from the marketplace root; record desktop restart and actual install. For [Codex CLI](https://learn.chatgpt.com/docs/plugins), record `/plugins` selection/install and a new session. Never treat source editing as proof that the cached installed copy updated.
3. Record client/version, surface/account/workspace prerequisites (redacted), source/ZIP/hash, enabled plugins/tools, permissions and client settings. Do not connect an account, run a protected model or send/upload outside data under this blank contract without separate authorization.
4. Use a new independent session for every case. Supply only the identified synthetic fixture and exact prompt. Distinguish prompts naming the skill, actual picker selection and observed invocation. For another host, record the exact invocation syntax as a prompt variation; do not silently claim the Codex prompt was used unchanged.
5. Copy `host-evidence-template.json` for each case. Preserve actual output and selection/trace evidence where lawful; compare with source. Redact private IDs/credentials and avoid retaining real user meeting notes. Record failure, repair/version change and an independently repeated test.

## Separate selection and quality decisions

- **Explicit selection:** did the picker/command select the intended skill and the session load the intended release? User text naming the skill and the model saying “I used it” are insufficient alone.
- **Implicit activation:** without naming/selecting the skill, does host evidence show the expected skill was selected for the task? If the host does not expose trustworthy evidence, mark activation **UNKNOWN**, even if the output is good. Do not infer automatic invocation from formatting.
- **Negative activation:** unrelated arithmetic should not require the workflow. A correct `56` alone does not demonstrate inactivity; record observable selection separately.
- **Quality:** judge each factual assertion against the supplied passages. Quality can fail despite correct selection, and quality can pass while selection remains unknown.
- **Boundary/action evidence:** inspect actual trace where available, not only text saying no action occurred. One fixture is not broad safety proof.

All actual fields currently remain **NOT RUN**. Future records may use PASS/FAIL/UNKNOWN/NOT APPLICABLE only with an observation and reason. Do not calculate a success rate from specifications, synthetic rubric text or checker regressions.

## Unreadable-fixture applicability

`host-fixtures/unreadable-notes.bin` is invalid UTF-8 synthetic data, not evidence that a particular host cannot read it. H09 first records attach/read outcome. If that host rejects the file before prompting, record the exact boundary; if it can read it, this is not an unreadable-input case. Only use a different lawful unreadable fixture after documenting the variation. Do not manufacture a plugin failure from an absent upload or inaccessible test environment.

## Pending release gates, not a passing rubric

Host compatibility, explicit/implicit selection, task quality and adversarial evaluation remain pending. Public readiness separately needs truthful publisher/listing metadata, icon/disclosures and demonstrated production-quality distinctive utility, portal validation/scans, applicable review, approval and the deliberate publication action. The original source remains an educational example, not a proven public product. MCP-specific review cases/video do not become requirements merely because this skills-only host contract has ten cases. Current unresolved annotation/endpoint documentation conflicts concern a future MCP variant, not this source's behavior.
