HTTP status lookup: keep the requirement distinct
The HTTP 429/503 worked choice separates reference information, a proposed reusable skill procedure and an operator-controlled static callable contract. A controlled interface or learning MCP can justify the tool; neither alone establishes a need to operate a public service.
The skill remains unbuilt; prompt/tool outputs were not observed. None of the inspected designs supplies the customer's current request, rate-limit or service state. No output equivalence, reliability or usefulness finding follows.
No new source check or product test accompanies this note. The 19 October inspection timing and crawl limitations still apply.
