Open Technology Fund’s Internet Freedom Fund has a rolling application route for individuals and organisations worldwide, subject to United States trade restrictions and export sanctions. It publishes awards from USD 10,000 to USD 900,000 for up to 24 months. The number is not a general-purpose grant or a personal entitlement: this fund is for a defined internet-freedom project, and payments follow a performance-based contract.
Who can apply
OTF says individuals and organisations of all ages, irrespective of nationality, creed, or sex, may apply. It cannot support applicants in countries subject to applicable United States trade restrictions or export sanctions. The fund prioritises first-time applicants, under-represented applicants, and underfunded areas; that is a stated priority, not an approval promise.
What the money is for
The published remit includes internet-freedom technology development, applied research, digital-security work, and eligible convenings. Examples include censorship-circumvention tools, security and usability improvements to existing open technologies, research into censorship, and community work connected to the internet-freedom field. It does not fund general connectivity projects, broad ICT-for-development work, or ordinary legal and policy advocacy.
What the award actually means
OTF publishes a USD 10,000–900,000 range for projects lasting up to 24 months, with an ideal request of USD 50,000–200,000 for six to 12 months. That does not make USD 200,000 a standard award. OTF says awards are performance-based contracts signed with the applicant and disbursed against stated objectives, activities, and deliverables. Before writing, decide whether the scope, budget, deliverables, and payment schedule suit the project.
Application clock
Applications are accepted on a rolling basis. The first stage is a short Concept Note; only competitive notes are invited to a full proposal. OTF says an applicant can expect to hear back about six to eight weeks after the Concept Note. Treat that as a response estimate, not a funding date.
Cloudflare’s headline now has a billing rule beside it
Cloudflare’s current startup page says Tier 3 is USD 10,000 for a year or until consumed, but it also says a qualifying startup must have been funded in the last 12 months while presenting Tier 3 as self-funded. That contradiction remains unresolved. The page now makes the practical cost boundary clearer: a payment method is required, R2 and Workers AI have tier-specific caps, AI Gateway and other named services are excluded, and overages or post-expiry use can be billed automatically. It estimates review at up to 48 hours; that is not an approval promise.
Next move
For OTF, do a scope check before a drafting sprint: identify the internet-freedom problem, proposed deliverables, requested amount, project length, and sanctions restriction. For Cloudflare, ask the issuer how its recent-funding condition applies to a fully self-funded Tier 3 applicant, then confirm the services and post-credit billing before treating USD 10,000 as infrastructure runway.
